# Quality Objectives: Requirements and Library

## What 6.2 requires

Objectives must be consistent with the policy, measurable, take applicable requirements into account, be relevant
to conformity and customer satisfaction, monitored, communicated and updated, and exist at **relevant functions,
levels and processes**. For each, plan (6.2.2): **what** will be done, **what resources**, **who** is responsible,
**when** it will be completed, **how results will be evaluated**. Keep them as documented information.

## Register columns

| Column | Example |
|--------|---------|
| objective | Reduce internal scrap |
| function | Production |
| metric | Scrap % of machined parts (scrap cost / output value) |
| baseline | 2.4% (FY2026 average) |
| target | < 1.5% |
| due | 2027-06-30 |
| owner | Production manager |
| resources | SPC on 3 critical features; tool life study; 40 engineering hours |
| evaluation | Monthly scrap Pareto at ops meeting; quarterly at management review |
| policy_link | "Every part to drawing" |

## Library by function (starting points; set targets from your own baseline)

| Function | Metric | Typical direction | Notes |
|----------|--------|-------------------|-------|
| Sales | Quote turnaround (days); contract review errors found after order | lower | Links to 8.2 |
| Planning | On-time delivery to customer request or promise date | higher | Define which date |
| Production | Scrap %, rework hours, first-pass yield, OEE quality rate | lower / higher | Pick one or two |
| Quality | Customer PPM, complaints per month, escapes, NCR closure time | lower | PPM = rejected / shipped x 1e6 |
| Purchasing | Supplier PPM, supplier OTD, % spend with approved suppliers | lower / higher | Links to 8.4 |
| Engineering | Design changes after release, first-article pass rate | lower / higher | Only if 8.3 applies |
| Maintenance | Unplanned downtime hours, PM compliance % | lower / higher | Links to 7.1.3 |
| HR / training | Competence matrix coverage %, training effectiveness pass rate | higher | Links to 7.2 |
| Service | First-time fix rate, response time | higher / lower | Links to 8.5.5 |

## Setting the target

- **From the baseline:** a 20-40% improvement in a year is ambitious but achievable for most process metrics.
- **From the customer:** customer scorecard thresholds (e.g. PPM < 50) set the floor.
- **From capability:** a target below what the process can do (Cpk) needs a project, not a slogan.
- Express direction in the target (`< 1.5%`, `>= 95%`) so progress is unambiguous.

## Cascading

Company objective (customer PPM < 200) -> process objectives (machining scrap < 1.5%, final inspection escapes = 0,
supplier PPM < 500) -> team targets on the shop-floor board. Each level's owner can influence the metric.

## Reviewing

Track monthly; review at management review (9.3): met / not met / why / next target. Close an objective with its
result recorded, never by quietly removing it. Objectives past their due date without a recorded result are a
common audit finding.
